Przystępując do realizacji transportu poza UE konieczna jest odprawa celna. W zależności od rodzaju towaru wymagane będą różne dokumenty, które należy skompletować i przekazać do służb celnych. Pośrednikiem przy weryfikacji dokumentów jest Agencja Celna.
Do obowiązków Agenta Celnego należy:
- przygotowanie zgłoszenia celnego w wersji elektronicznej,
- sporządzenie dokumentacji w systemie INTRASTAT,
- reprezentowanie załadowcy/odbiorcy przed urzędem celnym.
Co jest potrzebne do odprawy celnej eksportowej?
1. NR EORI
Przede wszystkim każdy kontrahent musi posiadać nadany numer EORI, niezależnie od tego, czy jest to relacja eksportowa czy importowa.
2. FAKTURA HANDLOWA
W przypadku wysyłek eksportowych do odprawy niezbędna jest faktura handlowa. Dokument ten musi zawierać warunki Incoterms 2020 wraz z miejscem ich obowiązywania, np. CFR Montreal. Dodatkowo konieczne jest dodanie informacji o miejscu pochodzenia towaru (COUNTRY OF ORIGIN…).
3. PACKING LIST
Kolejny istotny dokument to specyfikacja ładunkowa, tzw. Packing List, na której musi znaleźć się informacja o ilości oraz rodzaju opakowań oraz ich wadze netto i brutto.
4. OŚWIADCZENIE O KOSZTACH TRANSPORTU
Na koniec pozostaje przygotowanie oświadczenia o kosztach transportu na odcinku zagranicznym oraz krajowym. Oczywiście wszelkie dane wskazuje się zgodnie z przyjętymi warunkami handlowymi.
5. TŁUMACZENIE FAKTURY HANDLOWEJ
Urząd Celno-Skarbowy będzie wymagał przedstawienia tłumaczenia nazwy towaru oraz odpowiedzi na to, co dokładnie jest ładunkiem, z czego został wykonany oraz jakie ma zastosowanie. Aby rozwiać wszelkie wątpliwości urzędników niektóre pozycje ładunkowe wymagają przedstawienia dodatkowych dokumentów potwierdzających ich charakterystykę.
Odprawa celna importowa – jakie dokumenty przygotować?
Jeżeli chodzi o wymagania dokumentacyjne przy odprawie importowej to standardowo potrzebna będzie faktura handlowa, specyfikacja ładunkowa, konosament lub list przewozowy oraz faktura za koszty transportu w zależności od warunków handlowych.
Dodatkowo Urząd Celny może wymagać przedłożenia certyfikatu wystawionego przez producenta lub uprawnioną do tego placówkę badawczą, zawierający skład chemiczny i surowcowy towaru. Odprawy importowe są bardzo skrupulatnie weryfikowane przez celników. Jeśli Urząd Celno-Skarbowy ma wątpliwości co do przedstawionej dokumentacji, towar niestety często wyznaczany jest do rewizji.

Najlepszym sposobem jest dokładna weryfikacja dokumentacji wymaganej do odprawy celnej dla konkretnego ładunku. Wątpliwości przy taryfikacji może rozwiać uzyskanie dokumentu WIT (Wiążąca Informacja Taryfowa).
